Murder/Suicide – El Dorado Hills, CA – Sheriffs sit around picking their noses while no comment
A 27 year old woman, Cecilia Riveria was shot to death by her estranged husband, 32 year old, Sean Paul Rioux in her apartment garage, then shot himself and died today at the UC Davis Medical Facility.
Per the press release issued by Sgt. Bryan Golmitz, of the El Dorado Sheriff’s department, the department received 911 call(s) from resident(s). According to the caller(s), several gun shots were heard in the parking area. When sheriff’s arrived at the scene, they found two bodies on the floor of the garage, Ms. Riveria dead and her husband critically wounded.
How long did it take for the Sheriff’s to arrive to the scene?
I spoke with Sgt. Golmitz today who simply had little to say. I asked Golmitz if the department was aware of the restraining order Ms. Riveria had filed in the El Dorado Superior court on February 26, 2009? He replied, “I have no personal knowledge of the restraining order and I will turn this lead over to the officer in charge of the investigation.” I continued with asking him if the department was aware of a history of violence reported by Ms. Riveria? Golmitz replied with, “No, the department is not aware of any history of violence reported by the victim.” Picking their noses, while no comment. As I am ready to post this, Golmitz released a statement and acknowledged that there was a history of domestic violence.
The DA, Vern Pierson was not available for comment as he was in city council meetings. El Dorado Hills is not a big city as Los Angeles. This case has been treated as though this happens everyday, no big deal. Well, I have news for the El Dorado County Sheriffs Department, this is a big deal, a seven year old boy no longer has his mother or father. Accountability is the key here. How many times did Ms. Riveria call the sheriffs department to report domestic violence? Enough for her to file for a restraining order.
How did the sheriffs department respond and with what attitude? As careless as the response I got on the phone today? Then it’s no surprise she was murdered.
My condolences to the family of Ms. Riveria and I will be issuing a letter of support to the family. I can’t imagine what that little boy is going through.

You are a long string of people reporting abuses by El Dorado County officials. I filed a grand Jury complaint regarding what you are talking about, but the names and places were different. Judge James Wagoner intervened and prevented the Grand Jury from finishing the investigation. He threatened to arrest my wife and me for lawfully contacting the Jury to testify, after they invited me to testify. I am suing El Dorado County officials. Vern Pierson, is among the defendants. A criminal that was facing many years in prison was bragging that Vern Pierson made arrangements to fix this guys felonies if he was elected. The arrested bailed accused criminal openly campaigned for Vern. When Vern was elected, all four criminal trials were either dismissed, or the DA office even suborned perjury from a witness, who was allowed to intimidate witnesses and threaten witnesses. Many crime victims were threatened with Murder, and Vern Pierson was told this repeatedly, but he would do nothing. The accused Criminal violated for 3 years restraining orders, and the Sheriff’s covered his acts up under Jeff Neves. There were 5 protection orders in this county alone and some from the county he came from! Even an internal investigation ignored witnesses to allow sheriffs to fabricate evidence to cover up for this accused arrested and bailed criminal that was bound over for these docket numbers. I have done more research. There are many families that have been violated by officials, but they are immune. Many people have been murdered, and officials have known that the potential was there and ignored calls for help! The law is on their side! They are above the law. I think the Federal Courts will establish precedence and allow this to continue to occur, in violation of Pembaur v. City of Cincinnati U.S. Supreme Court precedence that will be ignored in my Opinion. Their Defense attorney says, so what, El Dorado County is immune! Un believable. They don’t even deny it! They collect pay checks even if incompetence leads to murder over and over again!

I am sorry this is happening. The Attorney General is supposed to intercede under Civil Code Section 53.2. I contacted Bill Canopus, I think his name is. He is for covering up the acts of what we are alleging and has blocked my request for AG help. He has violated the due process. I did all the local redress attempts and he still refused. As a matter of fact, he told me to contact the Grand Jury, and that is when Judge Wagoner threatened to arrest me if I testify. I had no idea that Wagoner was the trial judge for the cases I was alleging were being fixed. He was steering the investigation away from his cases. Why? Was he doing something illegal? I must have been on to something for officials to violate law in plain sight of everyone. But that shows that they are above the law and they control the law so nobody is higher in power to hold them accountable. Reading this, you would think we are talking about a 3rd world country were corruption is open. Well if the show fits, El Dorado is backward hick 3rd world in-breeders of 5th generation leaders who have become mentally tainted enough to lose the concept of right and wrong!
We need to band together and stop these un American thieves of justices who have stolen badges from the honest people who need to be in their place!

One more comment. I contact Assemblyman Ted Gaines in a public Radio Interview. After dealing with his very rude aid, Steve Davey, who refused to address the subject in 2007 trying to prevent murders such as this, Murder Suicide, it should be noted that Mr. Gaines and Steve Davey was aware of other cases and could have saved these lives possibly. Since then, many murders in this county, including the one involving the “murder suicide,” were addressed. Mr. Gaines and his aid sent around 8 armed police detectives and deputies to my El Dorado County home just to intimidate me and inform me that I “no longer had representatives.” Basically, they let me know that the Constitution did not apply to me as long as they held office. This was in illegal retaliation for redress of grievances that is supposed to be a “protected right.” To these people, the constitution is a mere inconvenience that they ignore. They surrounded my house with armed police, and told me “I did nothing wrong.” If I didn’t have guests over, I wonder if they would have shot me claiming self defense? It does not take 8 armed cops to intimidate somebody! One would have been sufficient! So far, I am still able to tell my story. I don’t know how long I have! I look over my shoulder often, and I have been given reason too! Now compare how many El Dorado sheriffs arrive at murder scenes. Look at the Art Meiz Case, where 3 deputies and their dog were shot. The dog got most of the press. The female officer, would not go along with the story as did the others who attempted to sue the mother and wife of her deceased family. The female officer was eventually found of alleged suicide in her apartment. There is another school teacher named Ben, who went outside his house to investigate his dogs barking. Sheriffs arrested this Highly Educated Teacher for attempted murder, as he did have a “folding pocket knife.” Had he stayed indoors and not came out of his house and came crossed paths with El Dorado Deputies, he also would be alive today. He agreed to 6 months in jail, ruining his career, and immediately after release was found dead at the bottom of the Forest Hill Bridge. People, who disagree or complain about El Dorado officials are destroyed, found dead of suicide, allowed to be murdered by those who are court ordered to stay away! This is a “course of conduct” that is “widespread” and in violation of civil code 51.2 and 52.3. Where are you Attorney General Brown? This is right up your alley, yet you ignore us! These are not isolated incidences.
Rest in Peace Jasmine Gonzales, she has no advocate! Why is that? How come she is not remembered? She had a restraining order? What about Royce Clayton. Sheriffs refused to protect him and his mom. He is now dead, and mom has the bullet wounds to forever remind her of how callous El Dorado County Sheriff and District Attorney is! You can’t sue them, the defense attorney says “so what, they are immune.”
El Dorado county, willful disregard for human life. The little baby that was murdered last year and the county refused federal mandate to alert the Amber Alert! This baby had a chance to live; only she lived in El Dorado County, who does not aide the poor or non white wealthy citizens! These are facts that are reported in the news media, and not my opinion! The constitution does not protect poor classes. However, examine the race of those protected, compared to those not protected! It is public record. El Dorado County is the last bastion of Segregation and open discrimination in California. How many more have to die under the nose of Legislature Ted Gaines, before he acts to protect instead of Harassing citizens acting under the constitution to report Corruption by his buddies in politics running El Dorado county!

Just a comment on this blog. You should not post anonymously. That is a possible violation of federal law. Anything posted that seems defamatory, but is true is protected under California Constitution Article 1 Section 3(a)(b). Regarding public policy and squealing on slimy rat politicians who protect corrupt politicians at the expense of Human lives and rights. You are also protected under the California SLAPP defense for public participation with this redress of grievances about matters of the “people’s business” a constitutional mandate allowing us to freely speak and bring to “public scrutiny” these matters. Stand behind what you say if it is true! Why should people believe you if you are not willing yourself to stand behind your allegations! For instance, Helen Bauman, former Board of Supervisor for El Dorado county District 2 wanted to run for Assembly in Sacramento, under the Republicans. However, she was caught defaming me to my representatives. I redressed my grievances in lawful protest and assembly. Helen Bauman was not entered into a candidate role in Sacramento. She was caught on public corruption. However, though she was not able to run for assembly, she was not even admonished for her violation of the Oath of office! She has been seen on the news recklessly destroying private property and fleeing the scene only to crash onto other private property, where she was charged with drunken driving. She was not arrested like they do non politicians. The point being, is that you can report the news! Helen Bauman hopefully will never hold office again, as she is not remorseful and has not apologized to me or my wife. I hope to have the rest of these corrupt officials recalled. I have already registered the domain names for recalling Ted Gaines, Jeff Neves, Vern Pierson, and even Ray Nutting, if he does not do his job and honor his oath of office by reversing the policy set by his predecessor Helen Bauman from his office.
